The Warm Home Skills Programme (WHSP)

The WHSP is a UK Government initiative that aims to create a skilled workforce to support the transition to Net Zero and help make homes warmer, greener, and cheaper to run.

The AECB was very successful in delivering a high rate of completion in funded training places under government funding last year.

We’re glad to announce we are now able to offer partially funded places on a range of our training courses under the WHSP 2025-26 in association with our trusted training partner — helping learners build the skills needed to deliver low-energy, high-performance buildings.

Available to those who reside in, or who complete the majority of their work in, England.

CITB funding is also available for the ABBE/OCN Level 5 Diploma in Retrofit Coordination and Risk Assessment

Our training partner Synergy Training Centre are an approved training provider with the CITB – Employers who are CITB levy payers can apply for CITB funding. Please check their website for further information.

Our trusted training providers have been very successful in helping us deliver the AECB route to a Level 5 Diploma in Retrofit Coordination and Risk Assessment course with ABBE, and we’re very glad to be working with them towards the provision of partial funding for this course and also expanding the opportunity to other courses this year.

Our trusted training providers also have further funded courses on offer from their centre. If you are interested in any of the following training courses, please register your interest below and Synergy Training Centre will be happy to get in touch to discuss the courses:

  • GQA Level 2 Awareness of the principles of Non-domestic Retrofit and PAS 2038 – Learner Contribution is £165+VAT
  • ABBE Level 3 Certificate in Domestic Retrofit Assessment combined with Level 3 Certificate in Domestic Energy Assessment, leading to 2 x Ofqual regulated qualifications – Learner Contribution is £695+VAT
  • OCN/ABBE Level 3 Award in Energy Efficiency Measures for Older and Traditional Buildings – Learner Contribution is £150+VAT

This is a combined course, and the learner will receive 2 x Ofqual-regulated qualifications. The learner contribution under the WHSP funding is £695 +VAT (via Synergy Training Centre)

 

ABBE LEVEL 3 CERTIFICATE IN DOMESTIC ENERGY ASSESSMENT 600/5478/5

Enables individuals to become accredited Domestic Energy Assessors—legally permitted to produce Energy Performance Certificates (EPCs) for existing homes, a requirement when selling or renting in the UK. This directly aligns with the EU-mandated Energy Performance of Buildings Directive

 

ABBE LEVEL 3 CERTIFICATE FOR RETROFIT ASSESSORS  603/6853/6

Equips assessors with skills to conduct in-depth retrofit assessments compliant with PAS 2035, including condition reporting, building structure appraisal, and occupancy assessment

Offers a logical next step for existing Domestic Energy Assessors (DEA) to progress into retrofit work—and further to roles like Retrofit Coordinator or related Level 5 qualifications.

A qualification that enables the learner to grasp the fundamentals of PAS 2038: Its purpose, scope, and stance within non-domestic retrofit standards.

The learner contribution under the WHSP funding is £165 +VAT

This Level 3 Award targets older, traditional, or vulnerable buildings – typically constructed before 1919 – recognising their unique construction, heritage value, and retrofit challenges.

The learner contribution under the WHSP funding is £150 +VAT
